To recoup some time that had been lost on the original schedule due to budget revisions, Hoar’s team decided it was best to issue several bid packages so certain scopes of work could proceed while the design was being completed. The first package, sitework, consisted of grading and utilities. The existing soil conditions required the installation of a wick drain system. Once the fill operation was complete, the building pad had to be “surcharged” with approximately 25,000 CY of dirt. This would aid in the settlement of the fill that was installed on the building pad. Thirty days of “settlement” was required once the surcharge had been fully loaded. During that down time, Hoar bid and awarded the concrete and steel packages. This allowed the steel shop drawing and fabrication to proceed ensuring the steel would be on site when it was needed, kept the schedule moving forward, and Hoar deliver the project as promised.
